Plan Implementation <br />Financing Sources <br />There are a number of possible financing sources for programs, non- <br />capital projects, and parks and facilities acquisition, development, <br />and maintenance. Most sources are limited in scope and can only be <br />used to fund specific types of projects or improvements. Specific <br />financing sources, along with their advantages and limitations, are <br />summarized in Chapter 5. These include: <br />^ General fund; <br />^ System development charges; <br />^ Stormwater/wastewater fees; <br />^ Local option levy; <br />^ General obligation bond; <br />^ Revenue bond; <br />^ Certificates of participation; <br />^ Public/government grant programs; <br />^ Private grants and foundations; <br />^ Land trusts; <br />^ Donations; <br />^ Lifetime estates; <br />^ Exchange of property; <br />^ Public/private partnerships; <br />^ Habitat conservation bonds; and <br />^ Program fees/facility charges. <br />Other funding options discussed in Chapter 5 include: <br />^ Innovative funding measures; and <br />^ Special district formation. <br />Capital, Maintenance, and Non-Capital Costs <br />Based on the actions identified in Chapter 4, costs are presented in <br />Chapter 5 for the implementation of all Priority One capital <br />improvements and maintenance related to these improvements. <br />Developing new capital projects will have a significant impact on the <br />City's parks and open space maintenance budget. <br />In addition to the priority capital improvements and maintenance <br />costs, the City has identified costs associated with priority non-capital <br />projects, programs and operations.
