EXECUTIVE SUMMARY

D. Plan Implementation
Financing Sources
There are a number of possible financing sources for programs, non-
capital projects, and parks and facilities acquisition, development,
and maintenance. Most sources are limited in scope and can only be
used to fund specific types of projects or improvements. Specific
financing sources, along with their advantages and limitations, are
summarized in Chapter 5. These include:
^ General fund;
^ System development charges;
^ Stormwater/wastewater fees;
^ Local option levy;
^ General obligation bond;
^ Revenue bond;
^ Certificates of participation;
^ Public/government grant programs;
^ Private grants and foundations;
^ Land trusts;
^ Donations;
^ Lifetime estates;
^ Exchange of property;
^ Public/private partnerships;
^ Habitat conservation bonds; and
^ Program fees/facility charges.
Other funding options discussed in Chapter 5 include:
^ Innovative funding measures; and
^ Special district formation.
Capital, Maintenance, and Non-Capital Costs
Based on the actions identified in Chapter 4, costs are presented in
Chapter 5 for the implementation of all Priority One capital
improvements and maintenance related to these improvements.
Developing new capital projects will have a significant impact on the
City's parks and open space maintenance budget.
In addition to the priority capital improvements and maintenance
costs, the City has identified costs associated with priority non-capital
projects, programs and operations. These costs, also presented in this
xii City of Eugene PROS Comprehensive Plan
Draft
