Parks, Recreation & Open Space <br />Comprehensive Plan <br />E U G E N E <br />~~ ~ ~~ '~L <br />In summer 2002 the City of Eugene hired MIG (a local consulting firm) to guide a Compre- <br />hensive Plan process. The Parks, Recreation and Open Space (PROS) Mayor's Committee <br />is made up of 13 diverse community members and works with staff and consultants to <br />guide the process. <br />The Comprehensive Plan's goals are to: <br />• Create a 20-year plan that determines future needs for parks, open space, and <br />recreation services. <br />Identify operations needs, such as program staff and maintenance. <br />Determine how to fund improvements. <br />Involve a wide range of residents in plan development. <br />A variety of public involvement tools were utilized to reach 2834 Eugene residents: <br />• Community Survey <br />• Eugene Celebration Survey <br />• Staff Presentations to clubs and organizations throughout the community <br />• Youth (middle and high school) Questionnaire <br />• Stakeholder Interviews <br />• Focus Groups <br />While the planning process is still underway, public involvement and research to date has produced the <br />following findings: <br />• More than 94% of survey participants believe parks, recreation services and open space are very <br />important or important to Eugene's quality of life. <br />• Providing opportunities to enjoy nature/outdoors was considered the most important benefit to <br />respondents of parks, recreation services and open space. <br />• Over 77% of respondents thought Eugene's parks can be improved. <br />• Over 65% of respondents thought Eugene's natural areas can beimproved. <br />• Eugene residents prefer a diverse park system that provides a balance of active and natural area <br />parks. When asked what is the right proportion of parks for Eugene, more than half (51.8%) of survey <br />respondents said there should bean equal distribution of natural areas and active parks. <br />• Over 58% of respondents thought that Eugene needs more recreation elements, such as recreation <br />centers, pools, play area, sports fields, etc. <br />• The Oregon Park and Recreation Department says that Eugene area soccer participation rates have <br />increased by 78.3% in the Eugene area since 1987. <br />• The most frequently used facilities in Eugene (based on their per capita visits annually) are: Neigh- <br />borhood Parks (6.74), Multi-purpose trails (5.57), Community Parks (5.52) and Metropolitan Parks <br />(5.46). (Natural Areas received a 1.89.) <br />The overall priorities from Public Involvement are: <br />• Improving existing parks. <br />• Acquiring land and developing new parks and natural areas. <br />;' Providing additional recreation facilities. <br />~' Providing additional recreation programs. <br />
