Q. Can acquisitions be considered? <br />A. Acquisition can be considered for alonger--term vision, such as by including this as an <br />element of the Parks, Recreation & Open Space Comprehensive Plan. Unfortunately, <br />acquisition is not feasible within the current funding and time constraints. <br />Q. How will ADA issues and accessibility improvements be incorporated? <br />A. All new improvements are constructed to meet ADA requirements. Any existing barriers for <br />persons with disabilities would also be considered a priority for current funding. Community <br />members are asked to please advise staff of any existing barriers. <br />Q. Can funding be used to maintain the overall bikepath system? <br />A. Bond measure funding is only available for "capital" improvements, not for maintenance or <br />operational expenditures. If features are in need of replacement, due to severe degradation, <br />bond measure funding maybe appropriate. <br />Q. Does the city have information about water quality and soil quality in Amazon Park? <br />A. Contamination analysis of soils has not been undertaken at Amazon Park. Historic uses of <br />the park do not include formal waste disposal and thus no suspicion of contamination exists. A <br />large portion of the park has been studied for the presence of wetland and endangered species. <br />Periodic water samplings from Amazon Creek are taken. <br />Q. How has the need for ballfields been identified? <br />A. A sportsfield inventory was completed as part of the background for the POS bond measure. <br />This lead to the recommendations for ballfield renovations and new ballfield construction being <br />included within the overall funding package. In addition, an increase in participation of <br />traditional sports teams, new types of team sports, plus a growing population, have placed a <br />strain on the existing inventory of Eugene's fields. Partnerships with the 4J and Bethel School <br />Districts has been beneficial to all agencies and resulted in expanded options, however teams <br />are still being turned away due to a lack of fields. <br />Q. What are the maintenance implications for this project? <br />A. While the construction of new parks increases the need for maintenance activities, <br />improvements made to older parks can often result in a more efficient use of maintenance <br />resources. <br />Q. Does 4J have a master plan for Roosevelt Middle School? <br />A. Jon Lauch, Facilities Director for 4J School District explained that a master plan for <br />Roosevelt was necessary and would be undertaken soon. The school is in need of a remodel <br />or total replacement. <br />Q. Is the ash grove healthy? <br />A. City Natural Resource staff view the ash grove as healthy. The native Oregon Ash tree often <br />has brown spotted leaves that look diseased, but is the natural condition of the tree. Invasive <br />species have recently been removed from the ash grove, including a large number of cherry <br />trees. While the cherry trees are attractive and provide a food source for local bird populations, <br />they also are highly invasive, crowding out native plants.
