7` .. <br />:. <br />Bicycle and Pedestrian Advisory Committee (BPAC) <br />The purpose of the Bicycle and Pedestrian Advisory Committee is (1) to advise <br />the City of Eugene Transportation Planning staff and community organizations <br />and partners on implementation of the Strategic Plan, (2) to represent community <br />and constituent interests in transportation planning decisions, and (3) to provide <br />feedback to staff on projects relating to walking and bicycling. <br />BPAC ORGANIZATION <br />The Committee will consist of 10 - 14 <br />community members. The City of Eugene <br />Transportation Planning Team will appoint <br />approximately half of the members, and the <br />remainder of the positions will be filled through <br />an application process. Members will be selected <br />to ensure broad community representation, <br />interests and skill sets. The committee will <br />include one high school and one college <br />student. Members of the BPAC will develop <br />operating agreements and bylaws that will <br />address terms of service and other issues. <br />BPAC ROLE <br />The primary role of the BPAC is to advise City staff on plan implementation; <br />however, if members of the committee want to work on specific action items, <br />small working groups could be formed to accomplish these tasks. The Bicycle <br />and Pedestrian Advisory Committee's responsibilities will include many of the <br />following activities: <br />• Develop operating agreements and bylaws. <br />• Approve an annual work plan developed in collaboration with a City staff <br />representative. <br />• Develop priorities for plan implementation within financial constraints. <br />• Develop benchmarks and collect associated data to monitor and document <br />plan implementation. <br />• Publish annual report to share progress with the community, City Council <br />and City staff. <br />• Serve as liaisons, connecting key community members, community groups <br />and organizations and encouraging participation in implementation. <br />• Identify grant opportunities to fund plan implementation. <br />• Conduct community outreach for the Strategic plan. <br />• ,Plan an annual Walking and Biking Summit. <br />
