The pedestrian and bicycle strategic <br />planning process has covered the first two steps in this four-step process-first, creating <br />an inventory of existing conditions and second, identifying needs or deficiencies in <br />the system. Actions listed under this strategy call for developing the third and forth <br />steps of the process-setting ,benchmarks and developing a method for overseeing <br />implementation.
