Waste <br />Prevention <br />Objective 2 <br />Implement a statewide waste prevention program by 1998 which addresses industrial <br />and municipal solid waste. <br />Strategies: A. Train employees to conduct waste audits and material <br />assessments with the goal of implementing waste prevention <br />programs. <br />• Responsible Party: Trade and Professional Organizations <br />• Resources: Department of Environmental Quality, Local Governments, Business <br />and Industry, Department of Higher Education <br />B. Business, manufacturers, institutions, and publicagencies will <br />conduct waste evaluations, develop reduction programs and <br />implement them. <br />o Responsible Party: Business, Industry, Institutions, State and Local <br />Governments <br />Resources: Department of Environmental Quality, Department of Higher <br />Education, Local Governments <br />o Timeline: Second Third <br />C. Business, manufacturers and institutions will be surveyed in <br />order to determine the amount of waste reduced, and to identify <br />successful waste prevention strategies. . <br />• Responsible Party: Department of Environmental Quality <br />• Resources: Business, Manufacturers, Institutions, Local Governments <br />o Timeline: Ongoing <br />D. Through legislation establish a low interest/no interest <br />revolving loan fund. This fund will be made available for <br />manufacturers to finance the capital expenditures necessary to <br />implement process changes that result in maximum waste <br />prevention for a specific material or process; or that extend the <br />repairability and durability of products by a five year minimum. <br />A loan program would be sought in 1999 if a declining trend in <br />the amount of waste disposed has not been achieved. <br />o Responsible Party: Economic Development Department <br />o Resources: Department of Energy, Business, Industry, Local Goverments <br />o Timeline: Second Third <br />Waste <br />Prevention <br />E. Provide research and development for waste prevention <br />strategies. These strategies will include, but not be limited to, <br />reduction in packaging, use of bulk items, use of two-way <br />packaging, increased use of refillable containers, and reduction of <br />toxins. <br />e Responsible Party: Business, Indushy <br />• Resources: Department of Higher Education <br />o Timeline: Second Third <br />F. If waste disposal is not reduced by the year 2000, seek <br />legislation to require some or all solid waste generators to plan <br />and implement waste prevention programs. <br />• Responsible Party: Department of Environmental Quality <br />• Resources: Local Governments, Business, Industry <br />• Time Line: Third Third <br />Objective 3 <br />Government agencies will conduct waste prevention self-assessments; prepare and <br />implement prevention plans. <br />Strategies: A. Provide technical assistance, procurement guidance and <br />employee training to facilitate the implementation of waste <br />prevention programs. <br />• Responsible Party: Department of Administrative Services <br />o Resources: Department of Environmental Quality, Local Governments <br />• Timeline: Second Third <br />B. State and local government procurement policy will target <br />reduction in product, packaging, reuse of shipping materials, and <br />a reduction in the amount of toxins. <br />o Responsible Party: Department of Administrative Services <br />• Resources: State Agencies, Local Governments <br />• Timeline: Second Third <br />20 21 <br />
