The Vision <br />GETTINGTHERE <br />Government, <br />Business and <br />Citizens Will: <br />.Take responsibility for individual behavior and be aware of how <br />daily actions affect the quality of Oregon's air, water and land. <br />OBJECTIVES <br />STRATEGIES <br />This part of the plan outlines the objectives and strategies <br />for achieving the vision. It is organized into five primary areas <br />- Education, Waste Prevention, Material Recovery, Residual <br />Disposal, and System Management. For each strategy a lead <br />.responsible party. is identified. Other entities who will play a <br />key role in seeing that the strategy is accomplished are identi- <br />fied as resources. The timeline for achieving the strategy is <br />described as "first third", "second third" or "third third". This <br />is intended to define a general time and sequence for imple- <br />mentation during the ten year period of the plan, between <br />1995 and 2005. Where local government is referenced in the <br />plan it means cities, counties and metropolitan service dis- <br />tricts as appropriate for the identified strategy and in accor- <br />dancewith existing authorities and responsibilities. It is im- <br />portant to recognize that successful plan implementation can <br />only occur if all parties identified in the plan take responsibil- <br />ity for their role and actively participate in implementation of <br />the strategies. <br />12 <br />13 <br />
