To Our Community and Stakeholders,
I am pleased to present the Metropolitan Wastewater Management Commission's 2006 Annual Report. Our 29th year was one of progress, performance,
and future challenge.
Our progress. We began construction on three of the capital improvement projects (CIP) in MWMC's 20-year Facilities Plan. These are substantial
improvements to the primary clarifiers and digesters, and completion of the second phase of Biocycle Farm, our poplar tree plantation for treating waste-
', water residuals. We are transforming the system's 25-year old infrastructure into a system capable of addressing our community's future wastewater
needs.
Our performance. Besides increasing the wastewater treatment capacity necessary for the growing Eugene/Springfield community, the system improve-
mentswill allow MWMC to improve its high level of environmental performance, consistent with the public's desire for stricter wastewater quality. In
2006, MWMC also conducted extensive staff recruitment, sold revenue bonds to finance our treatment plant expansion, and responsibly treated all of our
community's wastewater.
Our challenge. We still have a long road ahead of us to the completion of our 20-year Facilities Plan. We will continue to always deliver on our promise of
exceptional wastewater treatment and environmental stewardship.
On the following pages, staff members highlight activities and projects that reflect the teamwork, dedication and accomplishments of the MWMC part-
ners. This annual report provides a glimpse of our mission and our work. I hope the report gives you a good understanding of how we are serving the
community.
Sincerely,
~~
Doug Keeler, Commission President
~,~
f
~..
4
