None of the pro- <br />jects in the 2008-2011 STIP within the La Grande UGB are regionally significant; therefore, it is <br />assumed that these projects are consistent with the SIP. However, the La Grande CMAQ bucket <br />will not be allowed into the STIP until a specific CMAQ project is identified and the project has <br />received eligibility approval from FHWA. <br />The implementation of these projects (#13609 and #14831) will not negatively impact air quality <br />and satisfies all applicable conformity criteria. <br />Page 399 <br />
