FINAL 2008-2011 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />For more information about the Moderniza- <br />tion Program, contact your Region STIP <br />Coordinator listed on the first page of each <br />region's section in this document. <br />Operations <br />The Operations Program funds projects that <br />improve the efficiency of the transportation <br />system through the replacement of aging in- <br />frastructure and the deployment of technol- <br />ogy that allows the existing system to meet <br />increased demands. The Operations Pro- <br />gram consists of four sub-categories: (1) In- <br />telligent Transportation Systems (ITS); (2) <br />Signs, Signals, and Illumination; (3) Slides <br />and Rockfalls and; (4) Transportation De- <br />mand Management (TDM). <br />1. Intelligent T~anspo~tation Systems <br />Investment in ITS involves strategic de- <br />ployment of technology, instead of or in <br />conjunction with other solutions, to cost- <br />effectively solve transportation problems. <br />The ITS Program currently has four major <br />initiatives: (a) Urban Traffic Management, <br />(b) Rural ITS, (c) Travel Information Ser- <br />vices, and (d) ITS for Public Transportation. <br />Each initiative addresses specific transporta- <br />tion system needs, and they all support the <br />goals established in the Oregon ITS St~ate- <br />gic Plan 1997-2017. There are region-level <br />plans that outline priorities for implementing <br />the ITS program through these initiatives <br />that are implemented as funding allows. <br />For more information about ITS, call 503- <br />986-4486, or go online: <br />http://www.oreg_on. gov/ODOT/HWY/ITS/ <br />Z. Signs, Signals, and Illumination <br />The Operations Program funds replacement <br />of traffic signals, signal interconnect pro- <br />jects, detection loop replacement, beacons <br />and signal timing adjustments; signs; and il- <br />lumination systems that have reached the <br />end of their useful lives. Slides and Rockfalls <br />The state manages this program using data <br />to assess the location, risk, and cost benefit <br />of all potential slide and rockfall projects. <br />Among the factors that are used to prioritize <br />landslide and rockfall projects are the hazard <br />to the traveling public, annual maintenance <br />costs, average daily traffic (ADT), highway <br />classification, input from department district <br />maintenance personnel, and the ODOT <br />Rockfall Hazard Rating System (RHRS). <br />These factors are considered using an over- <br />all rating system that prioritizes projects in <br />each ODOT region. Gov/ODOT/HWY/GEOE <br />NVIRONMENTAL/ <br />4. T~anspo~tation Demand Management <br />TDM encourages the use of alternative <br />forms of transportation, rather than driving <br />alone. The goals of TDM are to reduce ve- <br />hicle miles traveled, reduce traffic conges- <br />tion, improve air quality, enhance mobility, <br />and make the existing transportation system <br />more efficient. ODOT helps pay for TDM <br />programs in Eugene, Salem, Medford, Al- <br />bany-Corvallis, and Bend.
