Project Documentation <br />ACTS, MPOs and regional or statewide advisory groups making recommendations to the OTC <br />shall document the analysis used to develop recommendations. The supporting information <br />should include the following: <br />1. Project description <br />2. Project justification <br />• Identify the planning history <br />• As applicable, describe information provided from the pavements or bridge manage- <br />ment system. If the recommendation varies from the prioritization identified by the <br />management system, describe the process used to reach that recommendation. <br />• Describe how this project supports OHP policies (Table 1). <br />• Provide an assessment of the likelihood of the project getting to construction in the <br />timeframe contemplated <br />• Provide supplementary project information if the project leverages additional funding <br />or community benefit <br />3. Applicable additional information <br />E. Funding <br />As required by federal regulations (23 CFR Part 450) the C-STIP is fmancially constrained by <br />federal fiscal year (October-September). The Eligibility Criteria and Prioritization Factors de- <br />fined in this document apply to projects that implement current revenue sources. If more funding <br />becomes available, it will be allocated in adherence to any additional funding or selection criteria <br />attached to those new funds. <br />The STIP represents multiple funding categories and each category has limits as to how the fund- <br />ing can be obligated. STIP projects must meet the funding source limitations established by state <br />or federal regulations and cannot be selected without looking at those limitations. The D-STIP <br />will be funded with the same funding sources as the C-STIP and the total funds committed to the <br />D-STIP may vary. Funding of the D-STIP maybe impacted by several factors, including the fol- <br />lowing: OTC selection of projects of statewide importance, federal earmarks and discretionary <br />projects, federal and state restrictions on the use of available funds, and the Regional equity dis- <br />tribution of Modernization funds (ORS 366.507). <br />Federal Discretionar~~ects <br />Federal discretionary .projects are a part of federal appropriations or transportation funding legis- <br />lation. The Oregon Department of Transportation, with direction from the Oregon Transporta- <br />tion Commission, developed guidelines to use in deciding which projects should be submitted as <br />earmark proposals in federal legislation for the reauthorization of transportation funding. The <br />projects are categorized as low or medium risk and can be completed over the life of the federal <br />transportation funding bill. ODOT follows these guidelines for earmark projects and submits <br />them to the Oregon Congressional Delegation for consideration during the federal budget proc- <br />ess. Local jurisdictions and proponents that pursue earmark funding for projects not submitted <br />Page 208 <br />
