October 2008 <br />The Draft 2010-2013 Statewide Transportation Improvement Program (STIP) is hereby pre- <br />sented for public review. The STIP (which consists of the Development STIP and the Construc- <br />tion STIP) is the Oregon Department of Transportation's (ODOT) short term capital improve- <br />ment program, providing project funding and scheduling information for the department and the <br />state's metropolitan planning organizations. It is a four-year program developed through the co- <br />ordinated efforts of the department, federal and local governments, area commissions on trans- <br />portation, tribal governments, and the public. <br />While the public's opinions and comments on the STIP are welcome year round, a specific pub- <br />lic review period for the Draft 2010-2013 STIP begins in October 2008 through November 2008. <br />During this period, a series of public meetings will be held across the state. The public is invited <br />to comment on the projects selected, the processes used to prioritize the projects, and the goals of <br />the program. While it is the objective of the department to produce a draft document that will be <br />essentially the same as the final, projects and/or priorities can be modified as a result of public <br />input. <br />The Draft STIP is available in both a searchable format and a downloadable format on the Inter- <br />net. The web address is http://www.ore on.gov/ODOT/HWY/STIP/. Public comments are wel- <br />comed through the STIP web site. Comments received will be forwarded to the appropriate <br />ODOT regions for response, and will also be made available to the office of the department's ex- <br />ecutive director and the Government Liaison Office. These offices maintain communication <br />with the Oregon Legislative body and the office of the Governor. <br />The Draft 2010-2013 STIP contains over $1.2 billion in projects and programs. Sources avail- <br />able for funding include federal transportation funds, state highway funds, and other funds. Fed- <br />eral funding levels are based on the current federal funding act, SAFETEA-LU, which was en- <br />acted August 10, 2005. Actual federal funds coming to the state may vary considerably. <br />(; > Additionally, the Oregon State Legislature passed two bills in 2001 and 2002 (OTIA - "Oregon <br />~ Transportation Investment Act" - I and OTIA II) which resulted in allowing the department to <br />sell bonds, bringing $500 million into the State Highway Fund. The 2003 Legislature passed the <br />~ '' Oregon Transportation Investment Act III (OTIA III), which allows the department to sell bonds <br />j '. _% to bring an additional $2.5 billion into the State Highway Fund. Money from these bills has been <br />j ~:; ~ dedicated to modernization, bridge, and pavement preservation projects. <br />Readers should keep in mind that this is a draft document. Project descriptions, cost estimates, <br />and construction schedules are subject to change as more information becomes available. De- <br />finitive system conditions and outcomes are not available at this point in the STIP development <br />process. That information will be provided in the Final STIP, with an estimated approval date of <br />September 2009. <br />
