DRAFT 2010-2013 STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM <br />OTC about the recommended program <br />funding levels and issues and concerns <br />with the state's transportation system. <br />• The OTC meets to review policy and <br />fiscal issues, update program eligibility <br />criteria, and set funding levels for the <br />various programs that are funded <br />through the STIP. <br />• ODOT program managers update rules <br />and application procedures for their <br />grant programs. <br />Selecting Projects <br />• Highway Program Office informs pro- <br />gram managers and regions about fund- <br />ing targets for the various programs <br />funded through the STIP. <br />• Program managers review management <br />system data and other data/information <br />and identify likely projects. <br />• ACTs and MPOs consider capacity im- <br />provement needs and identify potential <br />projects using state or locally-approved <br />eligibility criteria. <br />• ACTS and MPOs consider development <br />projects, such as refinement plans, <br />highway corridor plans, multi-year envi- <br />ronmental review studies, and other <br />planning projects that require federal <br />funds or have regional significance and <br />need to be approved in the STIP. <br />• ODOT region staff develop project scop- <br />ing and cost estimates. <br />• Program managers make preliminary <br />project recommendations for data-driven <br />programs based on system ratings and <br />field inspections. <br />• When applicable, ODOT staff and advi- <br />sory committees evaluate whether or not <br />projects meet program eligibility criteria <br />and use prioritization factors to select <br />projects. <br />• OFAC reviews potential projects for the <br />ways in which they would affect freight <br />movement. <br />• ACTS meet to consider project recom- <br />mendations for the Modernization Pro- <br />gram, develop preliminary recommenda- <br />tions using local and state prioritization <br />criteria, and listen to presentations about <br />other system investments. <br />• Region management staff hold meetings <br />to look for ways to combine projects to <br />achieve economies of scale and schedule <br />and develop a preliminary program. <br />• MPOs develop draft MTIP programs and <br />pass project information to Region STIP <br />Coordinators. <br />• Region STIP Coordinators assign project <br />key numbers and work with HPO on <br />funding eligibility and budget effects for <br />the draft STIP. <br />Draft STIP Public Review <br />• The draft STIP document is prepared <br />and made available for public review <br />and comment. <br />• ODOT regions review the draft STIP <br />with ACTS, MPOs, and other stake- <br />holders. <br />• Regions schedule and conduct public <br />hearings on the draft STIP. <br />• ACTS, MPOs, transit districts, and other <br />stakeholders submit comments on the <br />draft STIP. <br />• Region Local Government Liaisons, <br />planners, and technical staff compile <br />public and stakeholder comments about <br />the draft STIP and forward to statewide <br />program managers, HPO, OFAC, and <br />other participants. <br />STIP Adoption and Approval <br />• Regions and program managers may <br />make adjustments to projects, based on <br />comments received. <br />• ODOT prepares the final STIP. <br />• Technical studies regarding conformity <br />of the final STIP with federal air quality <br />rules are performed. <br />• The OTC reviews the fmal STIP, con- <br />siders corrfinents received through the <br />Page 9 <br />
