WRAC FINAL. REPORT <br /> committee votes on different draft recommendations pertaining to WBAC CORE RECOMMENDATIONS <br /> these two issuesare reported in Appendixf. <br /> Mix of Uses <br /> At its last meeting on September 5th the committee took a series of Include a mix ofuses in each block <br /> votes to arrive at its final Core Recommendations, and Qualifications/ Provide as many residential units as possible <br /> Elaborations. In its voting process, the committee had earlier agreed Provide as broad ofa mixofresidential types as possible <br /> to establish a strong test for any recommendation to be adopted: Provide maximum retail coverage on ground floor <br /> it would need. a minimum of 7 "Yes" votes (with 11 committee Provide as broad ofa range ofresidential options ds possible <br /> <br /> - members), ora "majority plus one': In other words, nearly twice as Provide unique entertainmentand retail uses <br /> many committee members would have to support a recommendation Provide retail and commercial uses to serve a growing <br /> as were opposed (or abstained) for into gain approval; In its final downtown population and nearbyneighborhoods <br /> votes there was a high degree of consensus among committee Provide opportunities for local businesses to locate in project <br /> <br /> - members: out of 53 total affirmative votes resulting in either a Core area <br /> Recommendation or specific Qualification/ Elaboration, 46 were by a , <br /> margin of 8 or more "Yes" votes to 3 or fewer "No" or "abstain" votes. <br /> One committee member voted "No" on a majority of the final Core ~ ~ ~ <br /> Recommendations. A matrix of final votes from the September 5th <br /> meeting, showing recommendations that received affirmative votes, ~ ' <br /> is contained in Appendix F. Members of-the committee were given the <br /> option of writing a Minority Report or submitting a written comment ~ - . <br /> if any wished to express their disagreement with, or further comment <br /> on, committee recommendations. These are contained in Appendix <br /> G. <br /> ~ y. <br /> The WBAC's final Core Recommendations are reproduced below. It <br /> should be emphasized here that the full significance of many of ~ _ ~ ~ ~ ~ ~ <br /> these can only be understood in relation to the "Qualifications and <br /> Elaborations" that are joined with the Core Recommendations in <br /> the body of the report.
