(4) Incorporate an educational aspect, so that the riverfront <br />improvements teach us about our river, our history and our city. <br />The master plan shall be considered using the City's Type II application <br />procedures, unless the applicant elects to have the master plan reviewed <br />concurrently with a Type III, Type IV or Type V application. (Policy 3) <br />Section 5. The City Recorder, at the request of, or with the concurrence of the <br />City Attorney, is authorized to administratively correct any reference errors contained <br />herein or in other provisions of the Eugene Code, 1971, to the provisions added, <br />amended or repealed herein. <br />Section 6. If any section, subsection, sentence, clause, phrase or portion of this <br />Ordinance is for any reason held invalid or unconstitutional by a court of competent <br />jurisdiction, such portion shall be deemed a separate, distinct and independent <br />provision and such holding shall not affect the validity of the remaining portions hereof. <br />Section 7.
