ATTACHNNI~NT B <br />Eugene Mayor and City Council Strategic Goal <br />Downtown Initiative Action Plan <br />"Facilitate significant revitalization of the downtown core." <br />In January 2007 the Mayor and City Council selected "revitalizing downtown <br />Eugene" as a council strategic goal. An inter-departmental staff team was <br />formed to facilitate and-coordinate information between community members, <br />.Mayor and City Council and. staff, to refine the goal and keep it moving forward. <br />This resulting draft action plan provides a framework for defining the objectives <br />and outcomes the council envisioned when identifying this goal: The draft action <br />plan will be presented to the Mayor and City Council at the July 11, 2007 work <br />session. <br />The Eugene Downtown Plan (EDP), which was adopted by ordinance in 2004. <br />after a significant process rich with public input and stakeholder involvement, was <br />used as a foundation for developing this draft action plan. Because the EDP <br />encompasses the downtown core and immediate adjacent areas, neighborhood <br />refinement plans for Whiteaker, West University and Jefferson/Far West were <br />also consulted. Downtown development is also guided. by Growth Management <br />Policy numbers 1, 2, 310, and 14. <br />A. Role o f the City Council Downtown Goal Team:. <br />An inter-departmental staff team (hereafter referred to as the CC Downtown Goal <br />Team) was formed to act as the catalyst, facilitator and agent of information <br />between community members; Mayor and City Council and staff. The CC <br />Downtown Goal Team provides the following four functions: <br />° Coordinate and focus-the work of City,staff on downtown .issues and <br />opportunities. <br />° .Maintain a vision for all of downtown. <br />° Help facilitate other groups and stakeholders regarding downtown. <br />° Maintain the commitment for a revitalized downtown. <br />B. Planning Horizon <br />The focus of the Downtown Initiative is to build a strong and vibrant downtown <br />where a wide range of community members feel welcome and safe to come for <br />work, celebration, commerce, entertainment and living. Given the potential <br />scope and breadth of this initiative, related actions and tasks are targeted for <br />implementation within afive-year planning horizon structured around the <br />strategic priority outcomes listed in Section. D. Atwo-phased approach to actions <br />around this initiative is proposed: <br />Phase One: <br />° .Address high priority actions and tasks that can be initiated or completed <br />within atwo-year timeframe. <br />
