Springfield's share (25%) of this $3,500,000 project is $875,000. The current project is a feasibility study necessary to identify future water quality <br /> projects within the Eugene/Springfield metropolitan watershed. The Cedar Creek Drainage Basin has been identified as Springfield's highest priority study area. <br /> The $100,000 slated annually for five years beginning FY 03/04 is about 45% of the City's required match. Other CIP projects, such as Channel Improvements, <br /> Floodplain Mapping and McKenzie Oxbow will qualify as in-kind match and satisfy the balance of the local obligation. <br /> Justification: <br /> This planning study will assist the City in future years to gain access to federal funding (similar to the Mill Race funding) for capital improvement projects that <br /> address drainage capacity, water quality, and flood control. The federal grant allocation to this phase of the project is an approximation. <br /> Relation to Plans: <br /> This project relates to many plans affecting land use and public facilities throughout the Metro Area. Examples in Springfield "linclude the Stormwater <br /> Management Plan, under development to meet Clean Water Act requirements, and the Stormwater Facilities Master Plan. <br /> Maintenance Impacts: <br /> This is a planning project and has no direct maintenance impact until projects are selected. <br /> Page IV - 3 <br /> <br />
