TABLE I <br />CAPITAL IMPROVEMENT REVIEW CRITERIA <br />(1) Capital improvements should be consistent with the Metro Plan and all other <br />phases of City planning. <br />(2) Projects mandated by State or Federal laws or regulations should receive high <br />priorities. <br />(3) Capital improvements that maximize current City investment in existing capital <br />facilities should receive high priorities. <br />(4) Capital improvements that allow for infilling within the existing City limits <br />should receive high priorities. <br />(5) The review and subsequent prioritization of capital requests should consider the <br />initial cost, life cycle costing and the long-term impacts on the City's Operating <br />Budget. <br />(6) Capital projects that eliminate or reduce the potential for health hazards or <br />increase the safety and general welfare of the City should receive high priorities. <br />(7) Projects that take advantage of economies of scale should be emphasized. <br />(8) Use of local monies as leverage to secure monies from outside funding sources <br />should be given considerable weight in the evaluation of prioritization of capital <br />improvements.. <br />(9) Projects that address higher Council priori"ties for capital improvement and <br />maintenance should .receive higher priority. <br />(10) Projects that address special Council targets should receive higher priority. <br /> <br />
