SAFETY ~ LOSS CONTROL SERVICES <br />LRCS employees attended a number of training and programs offered by Safety & Loss Control staff in FY07, <br />including: Accident Investigation, Worker's Compensation, Safety Inspections, Hazard Communication, and <br />First Aid/CPR. Assistance was provided with indoor air quality issues, conducting quarterly safety inspections, <br />accident investigations, and emergency plans. <br />OSHA-Recordable Injuries <br />During FY07, ten LRCS workers' compensation claims filed <br />were classified as OSHA-recordable injuries, up from the six <br />reported in FY06. The graph on the right shows a four year <br />history of workers compensation claims that resulted in <br />OSHA-recordable injuries activity for LRCS. <br />DART (Days Away, Restricted, or Transferred) Rate <br />Oregon OSHA tracks workers' compensation claims that <br />result in days away from work, work restrictions or job <br />transfers and calculates the "DART" Rate. Risk Services staff <br />has calculated DART rates for each department in an effort to <br />give departments a mechanism for comparing their losses <br />with previous years. The DART rates for LRCS and the City as <br />a whole are shown in the table below. The DART rate for <br />LRCS increased from 1.4 in FY06 to 3.1 in FY07, but remains <br />below the City DART of 5.0, <br />a <br />1 <br />1 <br />LRCS Workers' Compensatbn Claims vs. <br />OSHA Recordable Injuries <br />~ ~~- <br />OSHA DART RATE <br />(DART: Days Away, Restricted or Transfered) <br />Public Sector - 2005 2.1 <br />State of Oregon - 2005 2.9 <br />City of Eugene - 2007 5.0 <br />LRCS - 2007 3.1 <br />(See page 14 for more information) <br />Vehicle Accidents <br />The FY07 City-wide Vehicle Mileage Comparison <br />graph (see page 15) shows that LRCS employees <br />drove 113,751 miles or 3.4% of the total miles driven <br />by City employees in City-owned fleet vehicles <br />during FY07. All three LRCS vehicle accidents <br />recorded were at-fault accidents. LRCS reported six <br />at-fault accidents in FY06. <br />Oregon OSHA Compliance/Consulting Activity <br />During FY07 Oregon OSHA provided consultation services in Cultural, <br />Services on two occasions. They evaluated fall protection anchorage <br />issues on the roof of the Hult Center and provided training for the Safety <br />Committee on safety inspection procedures <br />for about 2/3 of the facility.
