c <br />Survey Methodology <br />This section describes OSRL's procedures for developing and implementing the telephone <br />survey instrument and the random sample required to conduct this representative study of the <br />Eugene area. <br />OSRL uses random-digit-dial (RDD) technology to ensure the inclusion in the sample of all <br />households, including those with unlisted numbers, incorrect listings, or those that have recently <br />moved and are not yet included in available listings. While this means that we must rely on <br />respondents' self-reported voter registration or geographic status, we believe that this is more <br />than balanced by the far greater inclusiveness of RDD methodology over the use of list samples. <br />The survey instrument replicates those used in previous City of Eugene studies. The instrument <br />included household and individual information needed both to profile respondents and to assess <br />points of variability in the survey results, presented below. <br />OSRL staff pretested individual questions for clarity, accuracy, validity, and variability of <br />response. They pretested the entire instrument for flow, comprehensiveness, length, and factors <br />-; `~' that affect respondents' cooperation and attention. An OSRL Project Director programmed the <br />survey instrument and sample into OSRL's computer-aided telephone interviewing (CATI) <br />system, and OSRL staff pretested the CATI version. <br />The survey interview began by describing the study and guaranteeing respondents anonymity. <br />The first survey questions selected adults currently residing in Eugene, Oregon, with the <br />standard being geographic eligibility. Once these screening questions identified qualifying <br />residents, the ensuing interview asked respondents about important problems facing Eugene, <br />what they like most about living in Eugene, the city's role in economic development, public <br />safety, neighborhood associations, and population growth. <br />Response Rate <br />Of the qualified respondents reached by telephone, 401 interviews were completed, for a <br />response rate of 50%.
