F'ec~era~Priorities 2007 - Pubic Safety Justice
i
j
these campuses each take up an entire city 61ock. The campus layouts, with multiple entrances
and anear-constant hive of activity, .make it impossible to control access. and effectively monitor
usage. r
SPS's challenge is to increase security and safety without \
creating an atmosphere of a prison fortress. In addition to
-potentially. expensive architectural improvements, technology.
offers a great deal of control with a relatively small
j investment. The.following are examples of the key- issues in
the high .schools that. could be .addressed with one-time
federal resources. Implementation of these .measures, would
make these schools a model. for others in the region.
i
• Card lock systems would provide greater control for
lockdown of all entrances and exits in times of crisis. If a
suspicious person approaches, office staff can trigger an
electronic lockdown to prevent the intruder from entering
the main entrance. Unlike old-fashioned keys, when a
card key is lost, the card can be disabled and a new card
issued. without requiring new sets of keys for other school
staff. The facilities bond measure allows for installing card
locks at key entrances only; federal funding would allow
the addition of card Jocks to all doors.
• Federal funding. would ..allow SPS to upgrade and network the high schools' security
monitoring systems. An upgraded computer system would be able to provide digital images
to network storage devices and connect security cameras to monitor and record real-time
incidents. The system would allow fior surveillance of all parts of the campus, both- after-
~ hours and during the day, and provide a means of fast communication among personnel.-
• Federal resources would allow SPS to retrofit classroom doors in the two-high schools with ~ %'
1 equipment that-allows for quick lockdown from inside-the classroom. Currently, teachers ,~ `,
must go outside their room,. lock the classroom door with a key, and then re-enter and shut
the door. The lock retrofits would significantly improve student safety during a crisis. ~ .'
__
:,
• Federal resources would allow SPS to provide sufficient outdoor lighting to eliminate , :..
'i shadowy areas and dark corners throughout the"campus, .and laser motion detectors in little- ~~
used or restricted areas. ~ l
._ ,,
_,
i
~'l~'lJll~~'I~L~t r ,.
Fub.~~c cy~ls
~~
,- _.
30 ;'.
_ _ __
