Federal Priorities 2002 Transportation <br />West it" Avenue Tlransportatioln <br />Corridor Study <br />Request <br />Funding in the amount of $500,000 is sought for an integrated transportation corridor study of <br />West .11th Avenue from Willamette Street to Greenhill Road. West 11th Avenue is a major <br />transportation corridor within the Eugene-Springfield metropolitan area. While the-study limits <br />are. within. the. city of Eugene, the transportation, corridor is a critical link in the broader <br />transportation system connecting the Interstate 5 corridor to the Oregon coast,- the rapidly <br />growing ..city of Veneta, .and West Eugene. With .the recent recommendation of a no-build <br />alternative and the removal of the West Eugene Parkway from the Statewide Transportation <br />Improvement Program (STIP), West 11th Avenue will become an even more- critical <br />transportation corridor. <br />The. West 1.1th Transportation Corridor Study would be a collaborative. process with Lane <br />Transit District, Oregon Department of Transportation, Lane County, and Lane Council of <br />Governments. It is anticipated that the University of Oregon's School of Architecture and Allied <br />Arts also will be a study partner. <br />Background <br />The study will integrate three other regional planning study needs identified in the Regional. <br />Transportation Plan. <br />West 71 ffi Stu <br />• The first study need is the <br />. ~ West Eugene.... EmX .~ _ ~- ~ <br />extension study, which will ~ - -. ~""~* , <br />Took at extending bus rapid ~- ~ ~` ~ <br />transit to serve West ~1 <br />.Eugene. In a .separate <br />...request, Lane Transit District is seeking. $500,000 for an alternatives analysis. for the third EmX <br />corridor in the metropolitan area. <br />• The second study .need is the transportation. system planning for West 11th Avenue from Terry <br />.Street to Greenhill Road. This section of roadway is a state highway,. and the transportation <br />system planning would meet the needs of the Oregon Department of Transportation to advance <br />the improvement of this section of state highway in the development section of the STIP. <br />` The third study is an access management study of West-11th Avenue from Chambers. Street to <br />Beltline Road. The numerous access and conflict points severely limit the capacity of this <br />segment of the transportation corridor and create safety issues along the length of the corridor. <br />_ Status <br />The Eugene City Council has established a -set of transportation priorities for:North and West <br />Eugene.. The West 11th. Avenue transportation corridor study is one of the priorities. The <br />Eugene City Council and the LTD Board of Directors have selected a West Eugene extension <br />as the next EmX line to study. The City of Eugene and Lane .Transit District have begun <br />working with their regional partners to begin the scoping of an integrated study of the West 11th <br />corridor. The Metropolitan Policy Committee allocated $150,000 in Surface Transportation <br />Program-Urban (STP-U) funds for the West.11th-corridor study. <br />5 <br />__ _ __ <br />
