Executive Summary <br />The basic purpose of the Environmental Review was to provide an initial screening of City activities <br />to determine whether they have the potential to affect the natural environment. The assessment is <br />intended to provide initial focus as to the steps the City should take to identify and manage activities <br />that may effect the overall environment, habitat, and ESA-listed species. No individual activity has <br />been examined in detail. Therefore, this assessment should not be solely relied upon for conclusions <br />or decisions regarding impacts of City activities on the environment, and should not be used to <br />determine the potential for "take" as defined under the ESA. <br />Eleven interview sessions with 90 City staff persons. were conducted to define and describe City <br />activities. As a result of these sessions and analysis of materials received from the. sessions, the <br />Environmental Review identified and assessed: <br />• 180 specific City activities in 24 process or function categories that potentially affects the <br />natural environment <br />• 18 types of potential effects on the natural environment <br />• 10 types of "delivered" habitat effects <br />City activities with the highest-rated potential to negatively affect the overall natural environment <br />include: <br />• Stormwater outfalls discharge <br />• Use of fleet vehicles <br />• Wastewater treatment and effluent discharge <br />• Road construction <br />City activities with highest potential to positively affect the overall natural environment include: <br />• Integrated Pest Management program <br />• Amazon Creek stream and bank improvement project <br />• Delta Ponds wetlands restoration project <br />• Lower Amazon wetlands restoration project <br />The activities with highest potential to negatively affect ESA-listed Chinook salmon include: <br />• Stormwater outfalls discharge <br />• Use of fleet vehicles <br />• Wastewater treatment and effluent discharge <br />• Road construction <br />• Vehicle parking areas operation and maintenance <br />• Mowing of banks for open channel and ditch maintenance <br />• Fire fighting (industrial /commercial /multi-family units) <br />• Tree and brush removal to maintain flow in channels <br />• Extreme wet weather overflow events <br />1 <br />PRELIMINARY REVIEW DRAFT (1/23/2001).
