CITY OF EUGENE ENVIRONMENTAL REVIEW <br />Observations and Findings <br />The eleven interview sessions (Table 1) involved input on City activities from 90 City staff persons. <br />As a result of these sessions and analysis of materials received from the sessions, the Environmental <br />Review identified and assessed: <br />• 180 specific City activities in 24 process or function categories <br />• 18 types of potential effects on the natural environment <br />• 10 types of "delivered" habitat effects <br />City Activities with Highest-Rated Effects on the Overall <br />Environment <br />City activities with the highest-rated potential to negatively affect the overall natural environment are <br />summarized in Table 2, and activities with the highest-rated potential to positively affect the overall <br />environment are summarized in Table 3. The Overall Environmental Effect Class ratings for the <br />activities listed in these tables offer a recommended prioritization for possible follow-up evaluation <br />and action. It is important to note that activities with highest potential to negatively or positively <br />affect the overall environment (Overall Environmental Effects Classes -V and +V, respectively) have <br />rated effects that are substantially greater than activities in Class -IV and lesser classes. That is, they <br />are in a "class by themselves". Therefore, these highest-rated activities warrant particular attention. <br />These include the following activities with highest potential to negatively affect the overall <br />environment: <br />• Stormwater outfalls discharge <br />• Use of fleet vehicles <br />• Wastewater treatment and effluent discharge <br />• Road construction <br />These include the following activities with highest potential to positively affect the overall natural <br />environment: <br />• Integrated Pest Management program <br />• Amazon Creek stream and bank improvement project <br />• Delta Ponds wetlands restoration project <br />• Lower Amazon wetlands restoration project <br />The activities listed in Tables 2 and 3 also include a variety of City activities that have high or <br />moderate-to-high potential to affect the natural environment.
