General Fund Highlights <br />AIRS Conversion Project Subfund Overview <br />The Area Information Records System (AIRS) is an integrated set of computer programs and <br />databases that support law enforcement records management, computer aided dispatch/9-1-1, <br />local courts and corrections services. The AIRS Consortium is managed by the cities of Eugene <br />and Springfield, and Lane County, and serves 401oca1 public safety and justice agencies. <br />• The AIRS Conversion Project Subfund was created in FY00 to account for the City's <br />portion of the AIRS project agreement with Lane. County and the City of Springfield. <br />Between FY01 and FY07, the City of Eugene has budgeted $4.2 million to support the <br />AIRS project. The City's initial portion of the Area Information Resource System (AIRS) <br />conversion project was funded by a transfer from various City funds totaling $3,215,000 <br />in FY01, annual transfers from the Police, Fire, and Central Services Departments <br />through FY04, and interest earnings through the life of the fund. <br />• Working with Motorola, the AIRS consortium has completed the following modules: <br />o Computer-Aided Dispatch (CAD) <br />o Jail Management System (JMS) <br />o Mobile Communications and Mobile. CAD <br />o Reporting data from mainframe applications <br />o Oregon Law Enforcement Data System (LEDS) integration <br />o Fire & Ems Records Management <br />• In FY05-06, the governance committee of the AIRS Conversion Project determined that <br />the phase II components of the proposed vendor solution would not meet the needs of the <br />consortium. Strategic goals were modified, directing the AIRS staff to develop the <br />remaining functions internally. An updated intergovernmental agreement between <br />Consortium members commits the partners to a cooperative completion of the' AIRS <br />systems. Under the agreement, Eugene will contribute 49.5% of the project funding, or <br />$4.3 million over the next four years. This share is consistent with the City's overall use <br />of the AIRS system. <br />• Funding of Eugene's share for the completion of the AIRS conversion will come <br />primarily through transfers from the Telecommunications Fund and interest earnings. <br />31 <br />
