Wastewater continues to upgrade, preserve and maintain the local wastewater collection <br />system, spending $2.3 million collected from wastewater and systems development charges. <br />The stormwater program allocates $2.2 million to projects designed to carry out the <br />Comprehensive Stormwater Management Plan (CSWMP) and requirements of the National <br />Pollutant Discharge Elimination System (NPDES) stormwater permit. <br />Challenges <br />Eugene's commitment to long-range fiscal planning has provided the resources we need to <br />carefully adjust our service system to meet. changing-fiscal conditions and community <br />expectations during "FY08. This proposed budget is only a minor course correction compared <br />to the dire. decisions many county governments in Oregon, including Lane County, now face, <br />stemming from the potential loss of an estimated $108 million in federal timber payments <br />received via the federal Secure Rural Schools agreement. The City's response to the possible <br />loss of many valuable county services must be carefully considered within the framework of <br />our General Fund review during the next year. <br />We are poised to engage all sectors of the community in a dynamic dialogue about our needs, <br />our priorities, and our future. The City Council's broad vision will require significant financial <br />and human resources to achieve, but they will ultimately be resources well-spent. I encourage <br />.everyone with an interest in protecting and enhancing the unique qualities of this community to <br />join me and my talented staff in crafting a more sustainable service system during the next -year. <br />This is difficult, important work that needs to be done well. <br />Thank you for your careful consideration of my proposed budget and the many goals and <br />objectives it seeks to advance. <br />Sincerely, <br />Dennis M.
