Arts and Outdoors <br />Strengthen our commitment to community arts and outdoor assets. <br />This action plan is invigorating parks and arts groups and is being supported in several ways in <br />the FY08 budget: <br />In November 2006, voters approved a $27.5 million bond measure to augment our parks <br />and open space inventory. <br />Plans are underway to spend over $11 million in FY07 and FY08 for immediate work to <br />purchase parkland and to live up to our commitment to the Bethel neighborhood to improve <br />Golden Gardens Park. <br />Acquisition goals for FY08 include: <br />Two .new neighborhood park sites in previously underserved areas of the city <br />• A community park site in Santa Clara <br />• Expansion and improvement of Golden Gardens Park in Bethel <br />• Street frontage adjacent to the Shelton-McMurphy-Johnson House in Skinner Butte. Park <br />• Additional properties along the Ridgeline Trail Corridor <br />Additional bond-funded expenditures anticipated for FY08 include: <br />• One new artificial turf playing field <br />• , Construction of Phase 1 of the West Eugene Wetland Education Center <br />2. In FY06, $250,000 was allocated to the Library, Recreation and Cultural Services <br />Department to engage in a Cultural Policy Review (CPR). It has been more than 20 years <br />since the City engaged in arts and culture planning. Designed as a collaborative public <br />process, the CPR is assessing current conditions, services, and gaps in the cultural sector, <br />and identifying community-supported options that will assist the council in defining the <br />City's ongoing role in the arts and culture. To date, thousands of Eugene area citizens have <br />returned cultural surveys,- attended meetings, participated in interviews and responded to the <br />call for involvement and inclusion. A Mayor's Committee of 21 citizens was formed to <br />assist in data collection, analysis and recommendations. The final report is scheduled for <br />completion in July 2007. Following City Council adoption of the report, a work plan will <br />be developed and included for funding in the FY09 budget. <br />No additional funds are proposed in the FY08 budget to implement priority work plan items <br />that are developed as a result of the Cultural Policy Review. <br />. 3. The selection of Eugene as the site for the 2008 Olympic Track and Field Trials will bring <br />an estimated 170,000 visitors to Eugene in late June and early July 2008. This will be one <br />of the premier events in Eugene's history. The City's commitment to make this event more <br />welcoming to the athletes; spectators, and to the community was one of the primary reasons <br />we were able to secure the Olympic Trials in Eugene. Planning for the event, including the <br />development and coordination of an appropriate security response, is underway. <br />The FY07 budget allocated $150,000 for event planning, security and logistics, and another <br />$150,000 is allocated to that effort in the FY08 budget. <br />6 <br />
