Central Business Functions <br />Service Description <br />The City organization provides a wide variety of services to the public, including, but not limited <br />to police and fire protection, planning, library, recreation, public infrastructure, and airport. <br />- There is also a set of internal services which are necessary to support both elected officials and <br />_ the organization. These services, called Central Business Functions, provide the organizational <br />and business management foundation for the direct services. For example, the City pays vendors <br />through a centralized accounts payable function instead of having each service area pay its own <br />bills; the payroll database is maintained centrally and paychecks are processed by staff in <br />Finance; information services are provided in a coordinated and standardized manner; and risk <br />issues are managed by a unit trained in prevention and liability control. Such centralized support <br />is cost-effective, coordinates the service within the organization, ensures consistent compliance <br />with legal and professional standards, sets uniform policies and practices, and avoids duplication <br />`. _ ' of effort. <br />The Central Business Functions include: <br />1. Governmental Services -Mayor, City Council and City Manager. support; relations with local, <br />state and federal governments; Human Rights Program; City Recorder; minutes recording; <br />constituent relations; public information; community relations; police auditor; service <br />improvement tools and methods; performance measurement and management; diversity; <br />sustainability; and civic engagement. <br />2. Financial Services -revenue and expenditure planning, management and reporting; <br />accounting; budget; financial analysis; investment and debt management; collections and <br />assessment management; purchasing; receivables; payables; and payroll. <br />3. Human Resources -personnel services including employee recruitment and selection, <br />compensation, labor and employee relations, diversity outreach, employee training and <br />development program and records/information management; and employee benefits services <br />including health benefits insurance and retirement benefits, worker's compensation, safety, loss <br />control, environmental and wellness programs, liability and property claims management and <br />emergency management. <br />4. Information Technology -computer network management and operations; software <br />development/acquisition and support; training and documentation; database support; Internet, e- <br />government and Intranet support; telephone services; printing, photocopying, document imaging <br />and mail processing; and telecommunications franchise management: <br />5. Fleet and Radio Communication Services -management, acquisition, maintenance and <br />replacement of the full range of municipal equipment including police cars, emergency medical <br />vehicles, fire engines, construction and maintenance equipment and communications equipment <br />and infrastructure. <br />6. Neighborhood Services -help neighbors collaborate on local issues; provide an access point <br />for all City departments to reach out to the public at the neighborhood.level; facilitate <br />neighborhood improvement projects, including management of the Neighborhood Matching <br />Grant program; and provide support for the City's Neighborhood Associations and the <br />Neighborhood Leaders Council. <br />63 <br />
