Central Business Functions <br />Service Description <br />The City organization provides a wide variety of services to the public, including, but not <br />limited to, police and fire protection, planning, library, recreation, public infrastructure, and <br />.airport. There is also a set of internal services which are necessary to support both elected <br />officials and the organization. These services, called Central Business Functions, provide the <br />organizational and business management foundation for the direct services.. For example, the <br />City pays vendors through a centralized accounts payable function instead of having each <br />service area- pay its own bills; the payroll database is maintained centrally and paychecks are <br />processed by staff in Finance; information services are provided in a coordinated and <br />standardized manner; and risk issues are managed by a unit trained in prevention and liability <br />control. Such centralized support is cost-effective, coordinates .the service within the <br />organization, ensures consistent compliance with legal and professional standards, sets uniform <br />policies and practices, and avoids duplication of effort. <br />The Central Business Functions include: <br />1. Governmental Services -Mayor, City Council and City Manager support; relations with <br />local, state and federal governments; Human Rights Program; City Recorder; minutes <br />recording; constituent relations; public information; community relations; police auditor; and <br />service improvement tools and methods. <br />2. Financial Services -revenue and expenditure planning, management and reporting; <br />accounting; budget; financial analysis; investment and debt management; collections and <br />assessment management; purchasing; receivables; payables; and payroll. <br />3. Human Resources -employee recruitment and selection; records/information and personnel <br />management and compensation; labor and employee relations; health benefits insurance, <br />retirement benefits, injured worker compensation, safety and wellness programs, diversity and <br />outreach; employee training and development programs; general liability claims management; <br />and emergency management. <br />4. Information Technology -computer network management and operations; software <br />development/acquisition and support; training and documentation; database support; Internet, e- <br />government, and Intranet support; telephone services; printing, photocopying, document <br />imaging and mail processing; and telecommunications franchise management. <br />5. Fleet and Radio Communication Services -management, acquisition, maintenance and <br />replacement of the full range of municipal equipment. including police cars, emergency medical <br />vehicles, fire engines, construction and maintenance equipment and communications equipment <br />and infrastructure. <br />73 <br />
