<br />Service Description
<br />The Infrastructure and Planning Services category includes development and maintenance of the
<br />City's physical infrastructure (transportation systems, public buildings, parks, and wastewater and
<br />stormwater collection and treatment facilities); operation of the Eugene Airport; land use plan-
<br />ning; construction and other permit services; community development; and parking management.
<br />At the Airport, the City operates the terminal and airfield facility, provides short and long-term
<br />parking, plans and implements airfield improvements and manages space for private aviation-
<br />relatedbusinesses. The Airport serves a southern Willamette Valley regional population of over
<br />700,000. On a daily basis, the airport serves approximately 2,000 commercial airline passengers.
<br />Commercial airlines serving the Eugene Airport provide roughly 60 arrivals and departures daily.
<br />The Eugene Airport accommodates approximately 100,000 total aircraft operations each year.
<br />Daily volume of aircraft traffic varies from 100 to 600 aircraft operations per day depending on
<br />weather and other factors. The Airport strives to provide service to customers within aone-hour
<br />drive to the north of Eugene and atwo-hour drive to the south. On a daily basis, the airport
<br />serves approximately 2,000 commercial airline passengers. Each year, the Eugene Airport
<br />serves over 720,000 passengers and over 100,000 aircraft takeoffs and landings.
<br />Transportation systems maintained by the City include 516 miles of streets, 42 miles of alleys,
<br />633 miles of sidewalks, approximately 225 traffic signals, 8,900 street lights and bike path lights,
<br />15,500 traffic signs, 8,600 street name signs, and 500 lane miles of roadway striping. An addi-
<br />tional 33 miles of separated off-street bike paths provide routes for. commuter bicycling and walk-
<br />ing, as well as recreational cycling, jogging, and other uses.
<br />The City also maintains 39-miles ofprimary-and secondary open drainage facilities (waterways),
<br />more than 39 miles of roadside ditches and culverts, 518 miles of enclosed stormwater pipe, over
<br />13,500 catch basins, 2,500 pipe inlet/outlet structures, 7,250 manholes, and 3,000 acres of wet-
<br />lands owned and managed in partnership. Maintenance work includes planned cleaning, inspec-
<br />tion, repair, installation, and operation of the major open waterways, pipe, catch basins, and man-
<br />holes. Work on the major open waterways involves vegetation control, bank stabilization, and
<br />debris and sediment removal. The street sweeping and leaf recycling programs are also part of
<br />the stormwater rrtaintenance program. The City manages wastewater collection and treatment fa-
<br />cilities on a regional basis. To manage this wastewater, the City of Eugene provides sewers for
<br />wastewater collection and conveyance from homes and businesses in Eugene, Santa Clara, and
<br />River Road to the regional treatment plant.
<br />City planning services are aimed at preserving the quality of Eugene's environment (both natural
<br />and built), including the character of its neighborhoods and public infrastructure. The planning
<br />process is designed to encourage all citizens to participate in community decision making.
<br />The Planning Division manages the development review process involving over 3001and use ap-
<br />plications per year. Evaluation of these applications requires balancing public and private inter-
<br />ests to ensure orderly development consistent with City objectives. Such efforts involve exten-
<br />sive interaction with various stakeholders as well as the general public.
<br />The City manages a parking program that includes 2,700 spaces in six downtown structures, 550
<br />spaces in downtown surface lots, over 5,500 on-street metered spaces and a neighborhood park-
<br />ing permits program.
