Public Safety Services <br />Service Description <br />Public Safety services include Fire and Emergency Medical Services, Police Services, Call Tak- <br />ing/Dispatch, Police Safety Records Management and Analysis, Medical Transport, Animal <br />Control, Municipal Court and contracts for human services. <br />Fire and Emergency Medical Services are provided to first prevent emergency situations from <br />occurring, and then to save lives, protect property, mitigate environmental harm, and reduce <br />damage or injuries when emergencies do occur. Services include fire suppression; specialized <br />rescue; hazardous materials response and mitigation; first response emergency medical care and <br />ambulance transport; fire prevention and life safety outreach education; fire code enforcement; <br />plan review; hazardous materials management; fire investigations; specialized training; logisti- <br />cal support, operations analysis, planning. and record keeping. <br />Eugene Police respond to calls for assistance; provide prevention programs through community <br />policing partnerships with citizens, schools and community businesses and organizations; en- <br />force traffic laws; conduct crime investigations; manage recovered stolen and pawned property; <br />and assist in the prosecution of offenders. <br />Eugene Police communications personnel answer calls for emergency services and dispatch <br />emergency medical personnel, police officers and firefighters. Staff relay calls from outside <br />Eugene to appropriate police or fire agencies or provide dispatching services for them on con- <br />tract; answer non emergency calls from Eugene; -refer non emergency calls from areas out- <br />side Eugene to the appropriate public or social service agencies; and receive and respond to re- <br />quests for information and other radio communications from police, firefighters and emergency <br />medical technicians. <br />The Municipal Court has jurisdiction over violations of the City Code within the city limits. <br />The violations processed include all major and minor State traffic laws, parking laws and viola- <br />tions of City ordinances. Court proceedings are subject to the general laws of the State of Ore- <br />gon which govern the justice courts. The Municipal Court manages a contractual relationship <br />with Lane County for the provision of corrections services. <br />The City Prosecutor's Office prosecutes all misdemeanors and violations that occur within the <br />city limits of Eugene and are in violation of City Code. The Prosecutor's Office also handles <br />any appeals from Municipal Court filed in Lane County Circuit Court. <br />The City contracts with Lane County for Animal Control services. This program licenses pets, <br />enforces animal control regulations and provides for shelter costs for impounded animals. <br />The City also directly operates a low cost spay/neuter clinic. The clinic performs spay and <br />neuter surgeries to help control Eugene's overall pet population. In addition„the clinic offers <br />basic health vaccinations for dogs and cats. <br />Eugene, Springfield and Lane County fund social services by contributing to a joint fund, then <br />contracting with non profit agencies for services to low income and homeless citizens. <br />51 <br />__ _ __ _: <br />
