General Fund Highlights <br />AIRS Conversion Project Subfund Overview <br />Area Information Records System (AIRS) is an integrated set of computer programs and <br />databases that support law enforcement records management, computer aided dispatch/9-1-1, <br />local courts and corrections services. The AIRS Consortium is managed by the cities of Eugene <br />and Springfield, and Lane County, and serves 401oca1 public safety and justice agencies. <br />• The AIRS Conversion Project Subfund was created in FY00 to account for the City's <br />portion of the AIRS project agreement with Lane County and. the City of Springfield. <br />Shares of project cost are based upon shares of system usage. Final agreement totals are: <br /> <br />Jurisdiction Shared Project Agency Internal <br />Ex enses Ex enses <br />Total <br />City of Eugene $4,241,689 $1,022,806 $5,264,495 <br />City of Springfield $1,168,498 $403,622 $1,572,120 <br />Lane Coun $3,150,235 $853,780 $4,004,015 <br />Total $8,560,422 $2,280,208 $10,840,630 <br />• The City's portion of the Area Information Resource System (AIRS) conversion project <br />was funded by an initial transfer from various City funds totaling $3,215,000 in FY01, <br />annual transfers from the Police, Fire, and Central Services Departments through FY04, <br />and interest earnings through the life of the fund. <br />• A major conversion project began in October 2000 to replace the old technology while <br />retaining the advantages of its integrated support for public safety. The. conversion will <br />also add remote field reporting capabilities, mobile computing facilities and record <br />management support for Fire and EMS. The Fire/Emergency Medical System (EMS) <br />records management system (RMS) will have substantial upgrades during FY1~6-07 and <br />will implement the Roster Scheduling module. <br />• The Jail system was installed in June 2002. The CAD system was installed in July 2004 <br />and the Mobile system was installed in October 2004. The Fire/EMS RMS had its first <br />modules on-line in FY05. <br />• In FY05-06, the governance committees of the AIRS Conversion Project determined that <br />the phase II components of the proposed vendor solution would not meet the needs of the <br />consortium. Strategic goals were modified, directing the AIRS staff to develop the <br />remaining functions internally. It is expected that this development effort will have two <br />major implementation milestones, one in 2008 to implement the functions currently <br />available on the AIRS mainframe system and the second in 2009 to enhance these <br />functions with features identified by users during the summer of 2005. <br />• The Fire/EMS RMS will be fully implemented in late 2008 and the date of completion <br />for the entire AIRS conversion project is 2009. <br />35 <br />
