Because the City has held the
line on spending during the past two years, needs have increased in many areas, including Police staffmg,
economic development, parks maintenance, transportation operations and maintenance; and neighborhood
programs. In March, the City Council approved strategic priorities which address many of these issues
and City staff is working to develop action plans to bring back to the City Council for discussion and
approval.
51. 3/8/05 Poling How can we increase funding for aLow-income 4/25/05
Com anion Animal S a and Neuter Voucher Pro am?
The City negotiates annually with Lane County to provide enforcement of the City Animal Control Code
including field enforcement, animal shelter and adoption services, license and registration services and
operation of a cattery. The current contract provides for 2% of total license revenue collected from
Eugene licenses sold to be used for aloes-income spay and neuter voucher program. When the FY06
contract is negotiated, the City will propose to increase the license revenue dedicated to the voucher
program administered at the Spay Neuter Clinic to 3% of Eugene license revenues. The County's current
estimate of FY06 Eugene license revenue is $157,000 which would increase the voucher program to
$4,700 from the FY05 amount of $3,000.
11
