Mr. Peters noted that the Patterson Underpass project was slated to cost $12 million. He commented that <br />there was uncertainty as to the need for it and asked what would happen if the Hospital did not need this <br />improvement. City Manager Taylor replied that the project list included it in anticipation that the hospital <br />project would generate tax increment funding. He called it a work in progress and assured the Budget <br />Committee that it would only happen if the Hospital project went forward and at this point its placement <br />on the CIP was a necessary promise to McKenzie-Willamette Medical Center to help facilitate their <br />agreement with the Eugene Water & Electric Board (EWEB). <br />In response to a question from Mr. Kelly, City Manager Taylor assured him that there would not be any <br />work done to design or build a new downtown parking structure until the City Council had a discussion on <br />where. it should be located. He emphasized that location would be the first consideration prior; to design. <br />Mr. Kellynoted that street light funding. was listed on page 143 at half the funding level of previous years. <br />He related that he received many calls about inadequate street lighting. He asked for clarification in the <br />packet on the 22'~ and a motion that would restore funding to the previous level. <br />Mr. Demboski asked for a copy of the talking points Mr. Svendsen had used in discussing building life <br />cycles. <br />Ms. Bettman asked what legislative intent the adoption of the draft document would have. She wanted to <br />see the CIP reformatted in order to clearly see what funding was being spent on. She requested motion <br />language to direct staff to reformat the CIP. <br />Ms. Bettman stated that she wanted to pull the Monroe-Friendly Bikeway from the CIF. She felt there <br />were other projects that the money would be better spent upon. <br />Ms. Rygas asked Ms. Bettman if she was requesting the CIP be reformatted prior to the next budget <br />meeting. Ms. Bettman affirmed she was. Ms. Rygas indicated she wanted the same thing. She recognized <br />that it was a large task and might not be done by the next meeting. She suggested items on the list be <br />color-coded to show what was funded, what was approved, and at what level funded items were approved. <br />Ms. Boyle said there was probably no way to reformat the CIP prior to the Budget Committee meeting <br />scheduled for February 22. She added that unfunded projects could be removed from the CIP in order to <br />simplify it. <br />Ms. Rygas acknowledged it was a challenging task. She suggested creating an addendum that cited the <br />projects that were "wish list projects." <br />Mr. McDonald asked what had happened to revenue received through the sale of two fire stations. Mr. <br />Sveridsen replied that the City Council had directed the money from the sales to go to Fire Station 11 in the <br />River Road/Santa Clara area. <br />Mr. Peters asked what the status was of previously funded projects that were not yet constructed. City <br />Manager Taylor asked Mr. Schoening to speak to the transportation projects that fell into that category.. <br />Mr. Schoening explained that at the front of each section was a list of projects in red that were previously <br />funded but not yet constructed. He said sometimes a project took several years to develop prior to <br />construction.
