This would require, however, <br />that the City identify a source of funding for design costs ahead of approval of a bond measure. <br />Another lesson is that cooperation between City staff, the design team and a contractor can identify <br />opportunities to reduce project costs. This type of collaborative approach has been used on other City <br />projects. The value engineering process that inevitably occurs on larger projects is more effective when it <br />includes the contractor.
