NOTICE OF INTENDED RULEMAHING PROPOSED AMENDMENT OF STORMWATER SYSTEM ADMINISTRATIVE RULE NOTICE IS HEREBY GIVEN that pursuant to the authority contained in Sections 2.019 and Chapter 6 of the Eugene Code, 1971, the City Manager of the City of Eugene, intends to amend the Stormwater System Administrative Rule to: (1) Amend the definitions of"Enforcement action," "Il1egaUlmproperdfscharge," "Industrial waste" and "Removal;" delete the definitions far "Prior enforcement action" and "Repeat;".and add a definition for "Stormwater violations." . (2) Amend the formula in Section E, "Determination of Amount of Civil Penalty." (3) Amend Section F, "Enforcement," by adding "Stop Work Order" to the heading of subsection (2) to more accurately reflect the contents of that, section. Adoption of the proposed amendment of the Stormwater System Administrative Rule is ,. necessary in order to comply with amendments to the Eugene Code, 1971. The Rule may be reviewed at the office of the Public Works Department, Administration Division, 858 Pearl Street, Eugene, Oregon 97401 during normal business hours (9:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). All persons wishing to comment thereon or object thereto must submit their comments or objections to the City's Public Works Department, Administration Division, 858 Pearl Street, Eugene, Oregon 97401, in writing; within 15 days of the date of the first publication hereof, as indicated below. The City Manager will thereafter adopt the Proposed Stormwater System Administrative Rule as proposed, or as amended in response to comments received. JAMES R.
