the proposed deviation shall be based upon evidence that the deviation request meets all of the <br />following criteria: <br />3.1 The alternate investigation method will achieve the intended result through <br />a comparable or superior design; <br />3.2 " 'The alternative will not adversely affect public safety and/or operation of the <br />structure;. and <br />3.3 ~ The alternative will not adversely affect maintainability of the structure. <br />R-9.6710-J Construction Verification: <br />A qualified geotechnical professional must be retained to verify subsurface conditions during <br />the construction phase for proj ects requiring a Leve13 analysis. The City must approve anyone other <br />than the Qualified Registered Professional of record to observe construction. Construction <br />verification requires periodic observations ofthe construction site mainly during excavation/drilling <br />or other subsurface work for the project. A log/report must be submitted to the City showing: <br />1. Date(s) and, time(s) of site visit. <br />2. Name of professional. <br />3. Short list/description of soiUrock units and water conditions observed. <br />4. Consistency of observations with the findings and recommendations made in the <br />Leve12 or Leve13 report. <br />5. Inconsistenciesthat are encountered with a discussion of their impact on the project <br />design along-necessary changes, if any, and/or impact on project feasibility, if any. <br />Public notice of this proposed adoption of Standazds for Geological and Geotechnical <br />Analysis Administrative Rule R 9.6710 shall be given by making copies thereof available to any <br />person who has requested such notice and by publication thereof in the Register Guard, a newspaper <br />of general circulation within the City for at least five consecutive days; providing interested persons <br />an opportunity of not less than 30 days to submit data or comments thereon.
