Engineering Properties of Soil and Rock: the proposed <br />Administrative Rule does not provide the quantitative standard method to <br />determine erodibility. <br />Finding: The professional is responsible for providing quantitative measures and <br />identifying the standard by which they made the determination. Design <br />professionals are encouraged to maximize their data collection according to <br />the needs of the project, i.e. an erodibility measure that is necessary for <br />erosion prevention permit application. Qualified Registered Professional: Recommended alternative <br />definitions by a number of people submitting comments. <br />Finding: EC 9.6710(2) establishes that the geological and geotechnical analysis can be <br />prepared by an Oregon licensed Engineering Geologist or an Oregon licensed <br />Civil Engineer with geotechnical experience; the Rule. describes these two <br />professionals under the general term "Qualified Registered Professional." <br />The Rule cannot alter the code provisions establishing who is allowed to <br />prepare an analysis.
