owner/applicant accepts all responsibility to maintain the surface and related improvements in a safe <br />condition. <br />4.C UNIMPROVED PUBLIC WAY. <br />For purposes of surface restoration and maintenance responsibilities of the permittee, an <br />unimproved public way is apublicright-of--way or public utility easement upon which hard surface <br />improvements such as street and alley pavements have not been constructed. The permittee shall <br />be responsible for maintenance of surface restoration of work performed within an unimproved <br />public way for a period of one year commencing upon the completion of the work.
