ADMINISTRATIVE ORDER NO. 58-04-O1 <br />~" ~~ of the <br />- AIRPORT MANAGER <br />CONCERNING NOTICE OF PROPOSED REVISION TO THE CAPTION OF <br />SECTION 12 OF THE AIRPORT FEE SCHEDULE, AND ADDITION OF GROUND <br />LEASE RATES TO SECTION 15. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 to 2.442 <br />of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The City Manager has <br />further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority, the most recent amendment to the Airport Fee Schedule <br />was by Administrative Order No. 58-03-10-F issued on July 15, 2003 (subsequently corrected by <br />Administrative Order No. 5 8-03-22-F on November 12, 2003) revising and ratifying the Airport Fee Schedule <br />attached as Exhibit A thereto. <br />C. Staff has recommended that the caption for Section 12 of the Fee Schedule be revised to <br />clarify that its provisions are applicable to Commercial, aswell asNon-Commercial Hangar Site Leases, and <br />has also recommended that Section 15, Miscellaneous Fees, be amended byadding the Non-Commercial and <br />Commercial Ground Lease Rates thereto. . <br />D. I concur with the recommendations, and after investigating the fees charged at other airports, <br />_ the City's policies on recovery of actual costs of providing services, and the revenue needs of the Eugene <br />Airport, I have determined that the Airport Fee Schedule should be amended as noted in Finding C above, <br />as set forth in the Notice of Intended Amendment of the Airport Fee Schedule attached as Exhibit A hereto. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice be provided to the Mayor and City Councilors, persons who have <br />requested notice, persons who are currently paying such charges, posted at two locations at the Airport, <br />published in the Register Guard, a newspaper of general circulation within the City and be made available <br />for inspection by interested persons at the offices of the Airport Manager, 28855 Lockheed Drive, Eugene, <br />Oregon 97402 during normal business hours (8:00 a.m. to S:OO p.m., Monday through Friday, exclusive of <br />holidays). <br />2. All persons desiring to comment thereon shall submit written comments as set forth in the <br />Notice.
