ADMINISTRATIVE ORDER 21-05-07 <br />Of the <br />City Manager <br />City of Eugene, Oregon <br />ESTABLISHING POLICIES FOR PAPER SAVING TECHNIQUES AND <br />THE PURCHASE OF RECYCLED OFFICE PAPER. TO BE UTILIZED IN <br />CITY COPIERS, PRINTERS, AND FAX MACHINES. <br />The City Manager of the City of Eugene fords that: <br />A. Under provisions of Section 16 of the Eugene Charter of 2002, the City Manager is <br />authorized to make all purchases, act as business -agent for the Council, and perform such other <br />duties as the Council directs. In addition, Section 2.1415 of the City Code defines the authority <br />of the City Manager to establish public contracting regulations. As a result of this authority, the <br />,~;~ City Manager has established Financial Procedures and Policies. <br />B. Section G-3 of the Financial Policies and Procedures Manual contains policies related <br />to items which are purchased centrally, and provisions for establishing guidelines related to <br />recycled content. <br />C. The City's Environmental Policy addresses reducing environmental impact within <br />City operations by, among other things, reviewing and carrying out procedures to purchase <br />products containing recycled material. <br />D. During their July 25, 2005 meeting, the City's Environmental Policy Team reviewed <br />the City's use of recycled content paper and related purchasing policies, 'and findings related to <br />duplex printing, and recommended that staff develop new policies related to the required <br />purchase of post-consumer-waste content paper for City office equipment, and practices which <br />will lead to the increased use of duplex printing. <br />NOW, THEREFORE, <br />THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br />THAT: <br />Section 1. White printer and copier paper and letterhead used by City departments, <br />divisions, and work groups contain l00 percent post-consumer-waste recycled content and be <br />processed chlorine-free. Colored paper contain at least 30 percent post-consumer-waste recycled <br />content. <br />Section 2. City documents and public correspondence be printed on both sides of a sheet of <br />paper when documents exceed one page except in such cases as legal requirements or available <br />equipment preclude this ability. <br />Administrative Order 21-OS-07 - <br />
