The City reserves the right to make changes. in the Airport Layout <br />Plan of Mahlon Sweet Field and to ammend or change the plans or <br />policies in connection with the development of the Airport. The <br />City reserves the power 't'o designate as common use areas any areas <br />necessary for the development of the Airport or for the flow of <br />aircraft to other areas of the Airport which have not been specif ic- <br />ally leased or reserved to any person or party by a formal agreement. <br />-30- <br />
