"Ground Transportation <br />Activity" does not include dropping off persons or property at the Airport. <br />2.18 Hazardous material - materials that, because of their quantity, <br />concentration or physical, chemical or infectious characteristics, may-cause <br />or pose a present or potential hazard to human health or the environment when. <br />improperly used, stored, disposed of, transported or otherwise handled. The <br />term includes, and .is not limited to, petroleum products and any hazardous or <br />toxic substance regulated under the Resource Conservation and Recovery Act, <br />the Comprehensive Environmental Response, Compensation and Liability Act, or <br />any other of the state, federal, or local laws relating to the protection of <br />human health or the environment. <br />2.19 Motor vehicle - any non-aircraft device that carries persons or <br />property and is self-propelled or designed for self-propulsion. <br />2.20 Movement area - the runways, taxiways and other areas shown on the <br />diagram attached to these Rules as Exhibit 1. <br />2.21 to -any person engaging in a commercial operation or aero- <br />nautical activity including all persons required to have a lease or permit. <br />under these rules. <br />2.22 Owner - as used in connection with an aircraft; means a person who <br />holds legal title to an aircraft.
