NOTICE OF INTENDED RULEMAKING <br />STORMWATER SERVICE METHODOLOGY ADMINISTRATIVE RULE R-6.451 <br />NOTICE IS .HEREBY GIVEN that pursuant to the authority contained in Sections <br />2.019 and 6.451 of the Eugene Code, 1971, Micheal D. Gleason, City Manager of .the City <br />of Eugene,. intends to adopt as a permanent rule the Proposed Administrative Rule R-b.451 <br />Adopting Amendments to the Stormwater Service Methodology which: <br />Amends the Stormwater Service Methodology adopted by Ordinance <br />No. 19939, as subsequently amended by Ordinance No. 19984 and <br />Administrative Order No. 58-94-27, to incorporate a street related component <br />and clarify that exemptions or reductions .provided for therein do not apply to <br />. road or administrative components of the Stormwater charges by amending <br />Sections 3.0, 4.0, 5.1, 5.2, 5.2.4, 5.2.5, 5.3.1, 5.3.1, 6.1 and 6:2 of the <br />Methodology, and by effecting minor editorial changes throughout to create <br />consistent usage of terms such as, but not limited to, changing customer "class" <br />to customer "category," all as more particularly set forth in Schedule 1 to this <br />Notice. <br />The Proposed Administrative Rule R-6.451, is necessary in order to ensure <br />compliance with the actions directed by the Council through implementation of the proper <br />stormwater customer charges. This .Notice, and Schedule 1 hereto, which sets, forth the <br />proposed revisions may be reviewed at the office of the Planning & Development <br />Department; Permit Services Division, 244 East Broadway, Eugene, Oregon 97401, and at <br />the Public Works Department, 858 Pearl Street, Eugene, Oregon 97401, during normal <br />:'business hours {8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br />All persons wishing to comment thereon or object thereto must. submit their <br />comments or objections to Les Lyle, City Engineer, Public Works Department, 858 Pearl <br />Street, Eugene, Oregon 97401,. in writing, within fifteen {15) days of the -date of the first <br />publication hereof, as indicated below. The City Manager will thereafter adopt the Proposed <br />,Administrative Rule R-6.451, as a Permanent Rule. <br />~; MICHEAL D.
