This section explains the basic rate structure and then, shows how that structure <br />relates to individual customers. <br />5.1 The Basic Rate Structure <br />The service charge sformula has ~ components, a quantity component, a quality <br />component, ,~~~~~ _`~~~~~~ and an administrative component. This means that <br />the fees can be broken into and attributed to those three o ~ components. .Most of the <br />variables needed to calculate the amount of a component are single values that are determined <br />once for the. entire utility. The <br />larger the annual budget, the more revenue the utility will need to` collect from its customers <br />if all other revenue sources remain constant (e.g. Systems Development:Charges, assessments, <br />permit fees).` The total number of customers is basically :the number of properties in the <br />Eugene city limits with impervious surface on them. The: total number of ESUs is calculated <br />by adding up all the individual customers' ESUs. <br />The above fi~ti~~ values are calculated once every time a new rate is set which can occur as <br />frequent) as yearly.
