1.3.5 Arterial and Collector Street Lighting <br />The arterial and collector street lighting component is also based on a per lane mile <br />level of service. The arteriaLand collector street lighting component is calculated from <br />the ratio of arterial and collector street lights to arterial and collector lane miles, which <br />yields a level of service of street lighting per lane mile (standard). The cost to construct <br />~ a street light is multiplied by the standard and added to the total cost per lane mile .for <br />the Transportation SDC. Tri ~s <br />p X er X ~ Arferial l Collector <br />Generated p streets <br />er Unit Development <br />p Sii~af ~lghtiny Capacity per;,Lane Mile <br />1.3.6 Summary of Costs <br />To summarize, the total cost for arterial. and collector streets, the total cost per lane <br />mile, includes the cost for street lighting plus the combined cost per lane mile of linear <br />section streets, intersections, traffic signals, bridges and other structures. Refer to <br />Table 3 for specific data on the transportation costs. <br />2.0 Off-Street Bicycle Paths <br />The off-street bicycle path component of the transportation charge is based on maintaining an <br />existing standard number of miles of path per thousand persons. The cost per mile of off-street <br />bicycle path is added to the cost per mile for off-street bicycle path lighting and the total is divided by <br />he population to derive a per person cost. To convert this to a p.m. peak trip rate, the cost per <br />person is divided by the trips per person, to yield the cost per trip. Figure 3 illustrates ahe method <br />used to calculate the off-street bicycle path component of the transportation SDC. <br />~; <br />3.0 Trip Generation Rates <br />The transportation SDC may be calculated using trip. generation rates established according to this <br />paragraph. There are two methods of calculation: the Standard Calculation or the Alternate <br />Calculation. <br />3 .1 Standard Calculation <br />3.1.1 Assigned Trip Rate <br />Except when the City Traffic Engineer has approved an applicant's election to use the. <br />Alternate Calculation method the City Traffic Engineer shall assign the trip: rate to the <br />proposed :development using the classifications in 3.1.2 below. <br />City of Eugene SDC Methodology Transportation, Page B-7 <br />
