Designating and/or Affirming City Department and Division Managers, and Repealing Administrative Order No. 21-01-09. The City Managerpro tem of the City of Eugene finds that: A. Under the provisions of ChapterlV, Section 16 of the Eugene Charter of 1976, the City Manager is designated as the administrative head of the City, specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, disband and reorganize various City departments, and to enforce all ordinances of the _ City. B. I have previously issued Administrative Order No. 21-02-04 affirming .the reorganization of City Departments and repealing administrative orders that. are in conflict: -The:. - reorganization results in changes to some titles and supervisory duties and responsibilities as _ reflected inAdministrative OrderNo. 21-01-09 issued on November 30, 2001, and thaYorder should be repealed. NOW, THEREFORE, THE CITY MANAGER PRO TEM OF THE CITY OF EUGENE ORDERS AND DIRECTS THAT: 1. Based on the above findings, which are hereby adopted, the following are hereby designated and/or ratified as the City of Eugene Department and Division Managers: Central Services -James R.
