Public Works
Engineering
City of Eugene
99 East Broadway, Suite 400
Eugene, Oregon 97401
(541) 682-5291
(541) 682-8410 FAX
May 26, 2009
Arlie & Company
Teresa Bishow, Planning Director
2911 Tennyson Avenue, Suite 400
Eugene, OR 97408
Re: Crescent Avenue Pavement Preservation Project
Construction Costs Reimbursement Agreement
As you know, the City of Eugene ("City") intends to undertake a pavement preservation project for
Crescent Avenue. The City intends to include in this pavement preservation project the construction of
wastewater and stormwater utility stubs ("utility stubs") in Crescent Avenue north of Suzanne Way and
the installation of a signal conduit and junctions boxes at the intersection of Crescent Avenue and
Shadow View Drive. The City's construction of the utility stubs, signal conduit and junction boxes as a
part of its Crescent Avenue pavement preservation project will be done to serve Arlie & Company's
("Arlie") future development of the Crescent Village PUD, apreviously-approved phased PUD. In
accordance with City Planning Director's previously-issued approvals, Arlie's future development of the
Crescent Village PUD will include the installation of a traffic signal at the intersection of Crescent Avenue
and Shadow View Drive and an extension of the City's wastewater and stormwater system north of
Suzanne Way. Including the utility stubs, signal conduit and junction boxes as part of the City's
pavement preservation project will facilitate Arlie's orderly extension of public utilities and minimize
Arlie's disturbance of new pavement.
Based on the bids results for the Crescent Avenue pavement preservation project (4502-Crescent
Avenue Pavement Preservation Contract), the City estimates that it will incur the following costs to
construct the utility stubs, signal conduit and junction boxes:
Sictnal Conduit and Junction Boxes
Item Quantity Unit Price Estimated Cost
Signal Conduit (3") 130-Feet $38/ft $4,940
Junction Boxes (JB2) 4 $335/EA $1,350
Estimated Pre-Construction Total=$6,290
stormwater and Wastewater Utility Stubs
Item Quantity Unit Price Estimated Cost
18-inch PVC Storm Pipe 48 Feet $150/ft $7,200
18-inch Mechanical Plug 1 $150/EA $150
8-inch PVC WW Pipe 63-Feet $150/ft $9,450
8-inch Mechanical Plug 1 $50/EA $50
Level 3, '/z"Dense HMAC 20-tons $50/ton $1,000
Estimated Pre-Construction Total=$17,850
So that the City can begin its pavement preservation project for Crescent Avenue in June, 2009, while
allowing Arlie to proceed with its future development along Crescent Avenue at a later date, the City and

Arlie have reached an agreement regarding the City's construction of utility stubs in Crescent Avenue
q:\projects\proj-2\4502\contract\other agreements\4502-20090526-letter arlie_agreement,docx Page ~ Of 3
