Once the dirt was in the truck the Delta Ponds Enhancement project was to pay for the expense. At the time the
post bid budget was submitted $370,000 of Stormwater funding was placed in this project to cover the expenses. This is
also the dirt the Corp of Engineers was helping to pay to move and to be used as the match on the ODFW and OWEB
Grants for building the benches at Delta Ponds. In March 2009, PWA moved $395,500 of expenses from Golden Gardens
Park (4474) to Delta Ponds (4003). PWA would have preferred to issue the contract to charge both GG Park and DP, so
the expenses would be charged and capitalized with the correct project. Also in March 2009, POS processed a journal to
moved expenses from the bond funds to storm water funds for $368,374.89.

To add to the mix the Corps of Engineering funds are sitting in two projects Delta Ponds ODFW Grant (4572) and Delta
Ponds Enhancement (4003). If I have read each contract correctly along with the many a-mails on this subject, the Corps
of Engineering funds were to be used to create benches at Delta Ponds for native trees and plants to be planted over a
two year period. The corps funds were also going to be used as the 25% match for both the ODFW Grant (340) and the
OWEB Grant (341).
Upcomine Chanees:
For GJN4474: PWA will move:
1. $368,374.89 of expenses back to Fund 324 - 2006 Pros Bond Fund.
2. Transfer the Stormwater Funding back to Fund 531-Stormwater Rehab and Delta Ponds $370,000
3. Reduce the outstanding purchase order to $25,000 for the 2 year plant stabilization and retainage. Sent request
4/2/2009
4. PWE expects cost to finish the project will be $30,000 which includes the $25,000 on the purchase order.
5. PWA has completed moving expenses to GJN4003. $395,500
GJ N 4572:
1. PWA will move the rest of the Corps funding to GJN4003, as outlined in the September 19, 2008 e-mail from
Scott Milovich to Eric W, Lacey R, Michelle C, and Tammy S outlining Scott and Eric's discussions. $139,850
FW: Update on
Delta Ponds and
2. Process grant reimbursement request if ready.
i
