One of the affected parcels is a parcel that now belongs to John Metimucei <br /> (sp?). When we began the acquisition the property belonged to someone else who granted us the permit of entry <br /> to do the work. During the project negotiations the property was sold. We continued negotiations but the owner <br /> wanted significantly more than the appraisal and market data could support. We increased the amount of the <br /> offer a reasonable amount in an attempt of a settlement. At that point our options were to pay substantially more <br /> than market value, fife a condemnation action, or just wait. Since the project was completed, we couldn't find <br /> justification to pay more, and frling condemnation was very expensive.
